Small Town With Big Plans

Another housing development on the drawing board for Louisville. The community already has a townhouse development proposal progressing through the planning and annexation channels. Now the city leaders have been presented with a single family housing development proposal just outside the city limits that would likely be targeted for annexation too.

The Cassgram reports Melvin Sudbeck presented a proposal for a development south of the duplexes in Eastwood and south of 3rd Street Circle, according to the (pending) Louisville City Council minutes from February. The proposed development east of Louisville includes thirty lots intended for single family homes and an outlot intended for green space. Sudbeck would be the developer as well as the builder so the lots and houses will be sold as a package in the $150,000 to $200,000 price range. He told the city council he is a custom builder and all houses would not be the same.

Sudbeck wants to use tax increment financing on the project.

The city planning commission reviewed the plans and looked favorably on the proposal.

Issues discussed with the city council were drainage, road connectivity, erosion and sanitary sewers.

The minutes say Councilman Jerry McClun stated he is in favor of the development but not in favor of it being a TIF project. Sudbeck responded that TIF is what makes the project work financially.

JEO Consulting had already completed a blighted and substandard study of the area that was done in good faith with the developer. The council voted 3 to 1 to receive the study after voting 3 to 1 to approve the study.

The council approved the $5,750 payment to JEO with the condition that the developer (Sudbeck) reimburses the city 50% of the cost, and if TIF comes to fruition, the entire amount will be reimbursed by the developer.

Councilmen Roger Behrns, Clete Petrzilka and Randy Jensen voted in favor of the motions. McClunn voted against the motions.
