Site Study On Controversial Public Property


County roads property site study completed. The study was conducted to see exactly what the flood elevation situation is on the 26 acre site west of Mynard.

The Cassgram reports one of the knocks by opponents seven years ago during a controversial, started-but-then-stopped maintenance shop project on the site was that it was in the flood plain. But no one recalls an actual site study being completed.

The county has still not built a new maintenance shop but a shop project is one of the items on the One-Year-Plan of the county roads department. The 12th Street site was again one of the possible locations.

County Roads Superintendent Lenny Thorne asked for the 12th Street site study in March, received board approval, and brought the results before the commissioners.

The flood elevation study showed that about the eastern one-fourth of the property—along 12th Street where the sand storage and office buildings are—is above the flood line and no fill is needed.

The location of the shop project started seven years ago “would have been OK” where it was as it was above the flood line, said Thorne.

In the years since that project was stopped though, Thorne said he “has new ideas—bigger ideas—so I think it is time for us to look at our options and see which direction we want to go.”

If a plan on the 12th Street property goes west, more toward the north-south middle line of the property, “then we have to look at increasing our usable land by fill” which could cost upwards of $360,000, he said.

District 1 Commissioner John Warsing offered a motion that Thorne study all sites and return to the board with a recommendation of where the county roads maintenance shop should be located. It was seconded but failed to pass as the board questioned whether the agenda item (which only referred to receiving the study) was worded adequately to allow for such a motion.
