Redevelopment Plan South Of The Metro

Redevelopment plan forwarded south of the metro. The Plattsmouth City Council, seated as the Community Development Agency, received the plan for the U.S. Highway 75/Osage Ranch Road area from Woodhouse Ford South and sent it to the Plattsmouth Planning Commission for review and recommendation. Woodhouse is expected to ask for tax increment financing for the public improvements.

Thje Cassgram reports “The actual proposed use of the Project Area will be automobile and truck sales and service,” says the plan.

The area Woodhouse wants to acquire is 6.62 acres now owned by LDG Properties. The land is just south of the 7 acres owned by the Plattsmouth Community Schools. It is already zoned General Commercial.

According to the working plan, it’s contemplated that a structure (or structures) of 22,000 square feet will be built on the property. Improvements to Osage Ranch Road and 2nd Avenue, city sewer extension and other utility and financing points are contained in the redevelopment proposal.

Woodhouse is asking for TIF for a 14-year period to overcome site development expenses. The area has already been declared blighted and substandard.

“The total estimated value of the project is $3,500,000 after a full build out,” says the plan.

In bold and italicized font: “This Plan is not to be implemented unless and until the City of Plattsmouth and SID 10 (Osage Range) agree on negotiated terms of a partial annexation of SID 10 and such partial annexation is approved by the District Court so that all properties located within the Project Area are within the corporate limits of the City of Plattsmouth.”

If the timeline goes as projected, the earliest Woodhouse Ford South foresees relocating to its new facility is January of 2014.
