Public Official No Longer Able To Speak On NRD's Behalf

An elected official for the Papio-Missouri River Natural Resources District (NRD) has been given a new label. WOWT 6 News has obtained a letter that was sent to city, county, and other governmental agencies that states NRD Director Scott Japp is no longer "authorized to speak for the NRD."

The letter was sent by NRD General Manager John Winkler. He wrote, "The Board of Directors and Management of the NRD will not, in under any circumstances or in any form, recognize, support, or stand behind any representation of face, conduct, policy or intent that Director Japp may voice."

In April and July, Japp was publicly censored by the Board, which accused him of an "alienating manner" and "extreme and reckless assertions and accusations." Two two have been at odds over how the NRD spends money.
