Last year, Suttle raised property taxes, charged a fee on
restaurant tabs and increased a vehicle tax in response to a
projected $11 million shortfall for 2011.

The mayor has said the alternative would have been to lay off 250 police officers and close more than 400 parks, public spaces, libraries, golf courses and youth centers.

But the displeasure over the tax hikes was among the prominent issues in an attempt to recall the Democratic mayor earlier this year.

Suttle narrowly survived the vote to complete the remaining two years of his term.

The 2012 budget takes effect Jan. 1. It has to be approved by
city council.
