Iowa's Medicaid program would no longer pay for abortions under a massive budget bill for state health departments that received approval from the state House on Wednesday.

The House approved the roughly $1.7 billion state Health and Human Services budget, which includes the Medicaid program. The House plan offers less money for programs than the version approved by the Senate.

Under the abortion language, the state Medicaid program would no longer provide funding for abortion. In addition, non-hospital health clinics that perform abortions could risk losing other Medicaid funding.

Republicans, who control the House, said no services were being outlawed. But Democrats said the change could leave poor women without access to legal health services.

The bill will move to the Democratic-majority Senate, which has approved a different version.
