Iowa Chief Justice Mark Cady will go before a joint session of the Legislature to give the annual report on the condition of the state's justice system.

The Wednesday morning speech follows an address last year in which Cady warned lawmakers of the "grim reality" that years of budget cuts had forced layoffs and furloughs of workers in the court system. He noted that staffing in the court system had dropped by 17 percent over a decade.

The speech comes a little more than a year after voters removed three justices who were up for retention votes after a campaign that focused on their part in a unanimous 2009 ruling that legalized same-sex marriage in Iowa.
