The newly appointed administrator of the Environmental Protection Agency is at the Iowa State Fair talking about Obama administration policies on clean air, water, and land.

Gina McCarthy comes to Iowa at a time when her agency is pressuring the state to improve its enforcement of federal clean water regulations. EPA and Iowa officials have been meeting to negotiate an enforcement plan for months after the EPA threatened to take over and crack down on farms that allow manure and fertilizer to wash into lakes and streams.

Environmental groups including Iowa Citizens for Community Improvement are angered that Gov. Terry Branstad's administration is allowing powerful farm lobby groups including the Iowa Farm Bureau and pork producers to attend the meetings and influence the negotiations.
