Developing A Historic Downtown

Two important ordinances gain passage on third and final readings by the Plattsmouth City Council.

The Downtown Plattsmouth Historic District was created with Ordinance #1855.

The Cassgram reports the city has been a Certified Local Government for historic preservation since 2005 and has used almost $100,000 in related funding, but to this point the guidelines had only been suggestive. The new ordinance makes the guidelines enforceable and amends the city’s zoning map by adding an overlay district downtown “to protect, promote and accentuate the visual qualities that distinguish Plattsmouth’s historic architecture, while respecting the property rights of the building’s owner,” said a pamphlet explaining the purpose of the guidelines. The city proper is now 43 acres larger with the passage of Ordinance # 1856.

The annexation area includes the strip mall and surrounding area on Bestmann Drive, and Oakhill Cemetery.

City services had already been extended to the Bestmann Drive area. Even though the Plattsmouth Keno property was added several years ago and the entire Plattsmouth Plaza became part of the city over a year ago, the cemetery had never formally been part of the city until now.
