A former Omaha counseling business has been fined $10,000 and told to reimburse the state of Nebraska for ineligible Medicaid claims.

Lancaster County District Judge John Colborn ruled in a civil suit that the owner of Homebase Counseling & Consulting owes double damages of nearly $132,000 for the nearly $66,000 the company billed to the state.

The state says company owner Justin Mickles Sr. submitted nearly
1,000 claims for mental health services provided by an unlicensed
intern in 2006, and 2007. Medicaid rules don't allow billings for interns' work.

A phone listed for the company is no longer in service. A public phone listing for Mickles could not be found. The Nebraska secretary of state's website lists Homebase Counseling & Consulting's status as inactive.
