Council Bluffs officials say the Missouri River flooding last year will cost the city about $4.5 million.

Finance Director Art Hill said that the city's total estimated cost for dealing with the 2011 flooding is expected to be $19.4 million. "Of that amount of money, certain costs were deemed not to be eligible, that's about $1.9 million."

The city's portion includes its required 15 percent share of costs eligible for federal assistance, which brings the total to $4.5 million out of the city's general fund. Hill says Council Bluffs won't have to raise taxes to pay the bill.

"One of the reasons we were able to get through this is because we had some good general fund balances and we could do the spending without a concern," said Hill.

The state and federal governments are paying the rest. As the money is reimbursed it will be added back into the general fund. "We see ourself in a good position."

The Council Bluffs cost was for sewer system collapses, debris removal, the purchase and demolition of structures damaged by high water, all the equipment from pumps brought in and for temporary roads built to get to the levies. The city has already received $9.8 million in reimbursements so far.
