A Bellevue man is being held on $500,000 bond facing 38 counts of possessing child pornography. Christopher Brackett was arrested in a multi-state investigation that's still in progress.
Brackett was taken into custody at his home late Monday afternoon, October 7. Investigators served a search warrant a couple of weeks ago to seize and analyze Brackett’s computer and cell phones. That led to images and video of child porn, prompting 38 counts but the investigation continues.
The investigation in Bellevue began when police got a tip that a 16-year-old girl in Ohio said she'd had sex with Brackett.
The evidence leading to the pornography charges came from Brackett's basement. "Digital evidence: computers; cell phones; iPads; laptops," said Detective Roy Howell of the Bellevue Police Department.
Detective Howell says Brackett and the teen met through a cell phone video game instant messaging service.
"Build a rapport, gain their trust and finally they will start talking about other things and then they will get enough information to either locate them or get enough information to communicate with them in a different way," he said.
The detective says Brackett drove to Ohio twice to meet the girl. The first meeting took place last June. The two stayed at a hotel in Canton and allegedly had sex.
Investigators say the second encounter was in August at the same hotel; a three-night stay.
The victim says that during each visit, Brackett took several nude photos of her. Court documents state that investigators recovered 38 pictures of the underage victim from the hard drive of Brackett's computer.
Bellevue police report he’s a registered sex offender. In February 2012 Brackett was convicted of failing to register as a sex offender. Bellevue authorities didn’t know he had moved. The sex offender conviction came out of Iowa.
Internet Crimes Against Children an organiztion which monitors adult contact with minors, flagged Brackett who had attempted a relationship with the 16-year-old girl in Ohio. He had been using a video game app that has instant messaging called TD Reborn.
The teen broke off the relationship and Brackett allegedly threatened to post the photos he had taken on line with her address if she didn’t continue the relationship. She still broke it off and he allegedly posted photos and information about the girl on Craigslist. Craigslist pulled the post from the site.
Ohio authorities are investigating, but no charges have been filed at this time.
