Animal control officers in Waterloo, Iowa are looking for the owner of a dog found starved to death Saturday morning.
The dog was left inside a kennel on a gravel road. The dog had no microchip implant or other form of identification. An online campaign has raised a reward of $1,200 for information lead to the arrest and conviction of the person responsible.
