A New Top Cop Job

A new rank in the Plattsmouth Police Department. With adoption of the 2011-12 city budget, the Plattsmouth City Council approved the creation of a captain’s position within the department.

The Cassgram reports Plattsmouth Police Chief Steve Rathman said his plan keeps the police force at 13 officers (not including himself) and fills the need to have a “true second in command” of patrol units.

Sergeant Dave Murdoch has been filling in what would be the captain’s position, but “the problem is that I have a sergeant reporting to a sergeant,” said Rathman.

The plan is to not go outside the department to find new employees. “What I am asking for is an internal restructuring and promotion.”

There will be an annual pay raise for the employee who gets promoted to captain and a pay raise for the person who backfills the open sergeant position. In the police department budget request, the captain’s position pay is in the range of $57,252 to $62,729.

With considerable overtime, sergeants can make that much annually now.

There needs to be a change to the civil service regulations which still include the rank of assistant chief, a position that has been vacant for several months and can now be eliminated from the police department employee chart.
