The Nebraska Department of Health and Human Services has ended its partnership with the Goodwill Industries location in Sioux City, Iowa.

HHS' Jodi Fenner says Nebraska law prevents her from renewing the contract with Goodwill for services for Nebraskans with developmental disabilities.

Goodwill had been provided those services in the South Sioux City area since 1991 and currently has10 clients there.

Fenner says the contract with the Centers for Medicare and Medicaid requires Nebraska to have oversight over all service providers.

But because that Goodwill location is in Iowa, Nebraska has no authority to investigate the service provide
