County boards across Nebraska have been setting the 2011 through 2014 salary schedules for elected officials ahead of the 2010 filing deadlines.
Some approvals have come on narrow margins but Cass County Commissioners voted 5 to 0 to raise the 2011 base salaries 2% across the board with the exception of two positions—county commissioner and county treasurer—which will see higher increases. Then in 2012 through 2014, the annual increases will be 2% for all the positions.
The Cassgram reported a resolution is being prepared for the commissioners’ signatures on January 5th that will put the commissioner salary at $21,000 starting in 2011, a 13.7% increase over the 2010 salary of $18,472.
The county treasurer salary will go to $53,796 in 2011, a $2500 increase from the 2010 salary. The increase amounts to 5%.
The salaries had been a topic at the previous two meetings and only commissioners were allowed in a one-hour closed session Tuesday. When the meeting resumed in regular session, District 3 Commissioner Jim Peterson read from notes he made during the closed session.
Board members arrived at the commissioner salary by studying the Nebraska Association of County Officials (NACO) report that showed Cass "was severely under what the other counties are ..and still will be” even with this increase, said Peterson.
The extra increase for the treasurer was justified because the state added the duties of motor vehicle titling to the office, he said.
Commissioners offered no other comments before the vote.

Any change in the base also affects the salaries of those who serve as the office deputy or deputies. Their wages are based on percentages of the elected official’s salary in their respective offices.
---The NACO recommendation for counties in the same category as Cass was for a minimum base salary of $57,600 with the commissioner salary at half the minimum.
