Industry officials say a drive to expand Iowa's casino business could be delayed by a required vote in 2010 in counties that already have gambling.

The Iowa Racing and Gaming Commission on Thursday is to discuss whether it wants to allow more casinos. New casinos have been proposed in Fort Dodge, Ottumwa and Franklin, Lyon and Tama counties.

Voters in counties with casinos must hold a referendum during the general election in November 2010. State law requires that counties put the issue on the ballot every eight years.

Developer Dan Kehl of Kehl Management is proposing a $90 million project in Lyon County in northwest Iowa. He says it's not practical to ask financial backers for money until the ballot issue is addressed.
