Nebraska Sen. Mike Johanns says he's concerned that Democrats will use fast-track budget rules to pass legislation on global warming and health care reform.
Sixty-seven senators voted for Johanns' amendment to the budget bill. It would prevent so-called "cap-and-trade" legislation from being added to the budget measure.
The legislation is meant to fight greenhouse gas emissions, but could lead to higher energy bills.
But Johanns' amendment was removed during negotiations on the measure between the House and Senate.
Johanns says the door has been reopened to pass sweeping legislation with a simple majority vote.
He says that's not the purpose of the fast-track budget rules that prevent filibusters.
