Department of Homeland Security Secretary Janet Napolitano has announced a $5.8 million federal loan to five Iowa cities.

The announcement came Wednesday after she toured a Cedar Rapids hospital and spoke with mayors from Iowa towns hit hard by June flooding.

Napolitano says she understands some Iowans' frustration with the speed of the response at the state and federal level, but says flood recovery must be led by state and local authorities. She says the federal government's job is to assist them, not lead the charge.

The bulk of the $5.8 million FEMA loan goes to Cedar Rapids. Also getting money are New Hartford, Oakville, Palo and Parkersburg.

The money is for essential services like police and fire departments.
