U.S. Senator Chuck Hagel is speaking out about the nation's financial crisis, calling for a complete reorganization of spending priorities. The Senator says one of the first steps should be putting an end to the $12 billion a month the U.S. sends to Iraq.

He acknowledges, it will take "courage," to shift those dollars to where they're needed, areas like health care.

Hagel made the comments during a health care forum in Lincoln, where he was joined by former U.S. Senator Bob Kerrey.

Spending increases or tax cuts must be met by equivalent spending cuts or tax increases, according a congressional rule called "paygo." However, Hagel says it's waived so often, the system has become "one grand Kabuki dance."
