An Omaha man has been arrested, accused of luring two young girls to his apartment and touching them inappropriately. A witness who says he saw the man lure the girls away has a message for parents.

Doug Freeman was at 16th and William streets visiting a friend on Wednesday night around 8 and saw two young girls at the corner talking to an older man.

"The black male hugged the young lady," Freeman described. "I didn't think she wanted to hug him. Something was said and then he took off, started walking up here and they were following him."

He calls it a gut instinct; he knew something wasn't right and followed the girls to the nearby Pine Tower apartments. "By the time I got all the way up there, I noticed them running out," he said when the girls, ages 10 and 4 were running away, he was able to get some information to confirm his gut instincts were correct, "I asked her, I said, 'Hey, are you scared?' She said 'Yes."

Police reports paint a picture of what happened once the girls were inside the apartment. According to what the girls told police, the man rubbed the chest, back and arm of the four-year-old and took the ten-year-old into another room, rubbed her leg and kissed her on the mouth.

40-year-old Dean Waites was arrested on Thursday on two counts of child enticement.

Freeman says police got the right man, but he's still concerned that the young girls were able to be lured away in the first place.

"Where are you? The parents. At eight or nine o'clock at night. We have an 11 or 10-year-old and a 4-year-old. At night. Where are the parents?"

He shudders to think of what could have happened had he not been there and says the situation is a good reminder for families.

"Just do not talk to strangers. Period. And you were taught that when you were young and parents need to go ahead and stress that more."

There are security cameras at the Pine Tower apartments. The video could have been the main evidence that led to Waites arrest.

Waites could face more charges once the county attorney reviews the case.
