    Students report first incident, video helps catch flasher after second

    A man on probation for indecent exposure was again caught with his pants down. This time the lewd behavior startled a group of students.

    "He had his privates out, he was playing with himself in front of about five girls."

    The young women, who didn't want to be identified, say on two different days a man exposed himself to them while they took a break outside a hairstyling school at 125th and West Center.

    "You don't expect to look up and see that, it's just kind of scary. We’re all like, oh my gosh, and then we went to a teacher."

    After the students reported the first incident to school instructors, the landlord, Seldin Company installed more security cameras. The victims say that helped identify the suspect and make them feel safer.

    "It’s good to know if something happens it would be caught on tape."

    Twenty-year-old Joshua Black has been charged with five counts of indecent exposure and five counts of lewd conduct.

    City Prosecutor Marty Conboy says Black is already on probation for a similar crime. "When there's a case where there's already a probation and then victims and as they investigate more victims come forward, the concern is what the scope actually is."

    "Always be alert as to who is walking around and don't pass off things as funny when they're really serious issues," said one of the women.

    By reporting instead of ignoring lewd behavior, these hairstyling students hope they've prevented others from being exposed to crime described by an unstylish nickname.

    "A stage-five creeper."

    Black posted a $10,000 bond and was released. If convicted, he could face up to five years in prison. His public defender had no comment.

    People who do this sort of thing, will usually escalate to a larger, more serious crime once the "thrill" no longer "does it" for them. Good thing they caught him, but he'll probably get out, and continue his little hobby until he needs to escalate. It's possible he could escalate all the way up to rape. Hopefully the authorities keep their eye on him, and will make sure he stays locked up.

    this person talking under the name of "another view" needs to back up and read the quote. the victims never said the incident was funny. they said its important that people don't pass it off as funny (or something unimportant). i'm not saying he should get the death penalty or threatening bodily harm, but i am saying that this needs to be taken seriously. for anybody to question the so called "slates" of the victims for reacting to a man pleasuring himself in front them is ridiculous. the point is he committed a crime, apparently multiple times, and he needs help. if he wants to plead insanity thats up to him, but if he hasn't received whatever help he needs and is roaming the streets the community needs to be alert and cautious. this is the first step, but who knows what comes next. are you still going to be defending him for his possible drug or alcohol problems after he rapes a young girl?

    I also agree with Jennifer and another view. You all do not know where he came from or anything about him. I do know him and the family and they are not bad people they are a good family. Jail will not get him the help that he needs. Please don't forget that this does effect all of us especially the family that is involved. Help and hope is needed not hatred!

    I agree with Jennifer, maybe this kid has mental problems, drugs and alcohol problems, learning disabilties, low I Q or all of the above. Who are you people or any of us to judge, threaten bobily harm or even killing? This Young adult needs help that a cell block cannot offer. "He who is without sin, cast the first stone" that also goes for the so called victims that are thinking this is funny, I wonder how clean their slates or any of your slates are?

    Attention Curious, Read the whole story!!! Yes he is only 20 and it is unfortunate that his mommy can't drop him off at a safe haven due to circumstances that I don't think his mommy knows about. You cannot always blame the mother or father for the way the child has either matured or just plain don't give a crap! You can still teach the children right from wrong as they are growing up but after they hit a young age of either 19 or 20 and they still live at home, it is going to be difficult to change them. If all else fails and they don't behave and you truly believe you have tried everything to correct them and it still doesn't work and all else fails, then by all rights, call the police and have them arrested on a charge of cruelty to other people. Maybe a night in jail might change them completely. One will never know.

He immediately posts bond more or less....AND HE HAS A PUBLIC DEFENDER? Dang he's 20 so his Mommy can't drop him off at a Safe Haven! He will obviously continue his behavior and get involved in more serious crimes.

    They let you out on bond because that is what the law allows. Common sense and the justice system don't always go hand in hand if he is already on probation for this type of behavior I'm sure he violated conditions of his parole.

    this man is sick 4 years ago i was a 6th grader walking home from middle school he had somehow caught up to me from walking home from the highschool. He wanted to "show" me something in the bushes but i said no and that i had to be home. then he kept on asking me where my parents were and they were at work so he asked if he could come inside into my bathroom. when i refused he asked what aboout the side of the house. then i ran inside to my house and locked my front and back door ans when i looked out i saw him in my backyard. he obviously has a problem that has been occuring for a long time and he needs to learn his lesson

    I thought if you commit a crime while on probation. The probation is revoked and you return to prison automatically to serve out the sentence of the previous crime?

    The "man" is a 20 year old kid. If you met him on the street you probably wouldn't know he's that old. He has been disturbed since he was a child and needs counseling, not jail. He's not dangerous, he's confused and needs therapy.

    I find it odd that they actually let this man bond out of jail. He's obviously a menace, so why give him another opportunity to do this again or something worse since he knows he's going to be doing time anyway. Keep him locked up and off the streets.
