Witnesses said 34-year-old Tony Maben was inside an SUV, headed southbound on 33rd Street.

"It sounds like a war zone," said Caresly Toney who heard at least 10 shots fired across the street from where he lives.

"I wasn't trying to count, it just sounds like tons of 'em to me," said another neighbor who did not want to be identified.

That neighbor said she had just stepped outside for her daily walk and locked the door behind her when she heard the shots. She caught sight of an SUV, a Chevy Suburban, pull off into the parking lot of the American Legion Post 30.

"And I'm fumbling with my key to get back inside," she said. "And the passenger jumped out screaming, 'Oh my God,' and 'Call 911.' So I stepped back inside, grabbed my phone. I stood in my doorway, and I dialed 911."

She did not see what shape the victim was in. She was afraid to get that close to the scene. "My heart was just pounding," she said. "I've never been that close to a shooting."

Police at the scene did handcuff one man and put him in the back of a police cruiser. It is unclear if the man was connected to the shooting.

"After speaking to some witnesses and combing through the scene, it’s apparent that there was another vehicle involved," said OPD Lt. Darci Tierney. " Right now we’re trying to get a better description."

Police shut down 33rd Street between Decatur and Parker while the investigation continued.

"I don't know what's going on," said Toney. "Boy, this is crazy."
