A single tear ran down Don Lee's face as a room of people remembered his daughter.

"We miss Victoria a lot," said Susan Lee. "She was our little ray of sunshine and we were lucky to have her for almost 26 years." Almost 26 because Victoria Lee was murdered with her husband soon before her birthday.

The Missouri Valley City Council used most of their meeting Tuesday to celebrate the contribution Victoria made. You see, she was the youngest council member in the town's history. She began her four year term at eighteen.

"She was a lady that knew what she was talking about because she had studied it all, more so than probably some of the rest of us," Councilman Sherman Struble said.

Victoria's family will forever be proud. "She was very happy, very full of energy, and never stopped moving," Don Lee said.
