Land Purchase Moves Forward

Near closing on county roads shop land purchase. The Cass County Board of Commissioners also took the first steps in choosing “design build” for the construction process.

All roads shop related items passed unanimously.

The Cassgram reports the county is buying 15.63 acres southwest of the intersection of the intersection of Highway 50 and Highway 1 for a new roads shop maintenance facility and office complex. Resolution 2014-03 stated the purchase amount of $300,000 will come from the Inheritance Tax fund and that an appraisal of the property was obtained.

The appraisal opinion of Kevin S. Kroeger of Valuation Services was that “the fee simple market value of the property as of January 15, 2014” is $257,900.

The check for the purchase is to be prepared and closing is set in two weeks.

Resolution 2014-04 states the county board desires to utilize the “design build” system for the construction process. (From Nebraska statutes: “Design-build contract means a contract which is subject to qualification-based selection between a political subdivision and a design-builder to furnish (a) architectural, engineering, and related design services for a project pursuant to the act and (b) labor, materials, supplies, equipment, and construction services for a project pursuant to the act.”)

There are several more steps required by law in setting up the design build process. One of those occurred this week too with the board’s approval of the procedures for selecting and hiring a performance-criteria developer.

County board members stated their intentions of being very active in the decisions made throughout the course of the building’s design and construction.
