Senator Charles Grassley says a U.S. Supreme Court ruling on gay marriage essentially returns the issue to states, where he hopes the idea of marriage between a man and a woman is upheld.

Grassley, a republican, says court rulings issued Wednesday stand as the law of the land and he says his opinion makes no difference.

The justices issued the two 5-4 rulings Wednesday. One strikes down the portion of the federal Defense of Marriage Act that denies federal benefits to married gay couples. The other upholds a lower court declaration that California's Proposition 8 is unconstitutional which means gay marriages may resume in the state as early as next month.

Same-sex marriage is legal in 12 states and the District of Columbia and illegal in about three dozen states.
