Since Iowa City teenager Caroline Found died in a moped crash nearly two years ago, some of her friends have been campaigning to change state law so underage moped drivers must wear helmets. That effort last week again failed to advance in the Senate.

While college students Leah Murray, Olivia Lofgren and Caroline Van Voorhis say they're undeterred, their experience has been a political education in passing legislation, which can require grassroots organizing, public education campaigns, befriending legislators and years of work.

Murray and Lofgren testified for the bill last month before a Senate subcommittee, but motorcycle advocates opposed it. While the legislation passed the subcommittee, it didn't make a committee vote.

Murray isn't giving up, saying "I'm 18 years old. I've got my whole life to pass this law."
