Intentional Levee Breach – No Crime

In an interview with KFAB radio Tuesday morning, Wilber said now that several days have passed, he and others have a better handle on just what happened.

In the end, Wilber said no damage was done and the water has equalized. The levee, which was built to protect private property, ended up pooling water that was higher than the river itself. He said the owners notified some people in Harrison County. The section of the levee that was blown up is actually in Pottawattamie County. Wilber said, “We just didn’t get the call.”

Wilber said if the owners of the property gave better notice, then authorities would have been able to advise the public about the operation. The calls of panic would have been avoided.
