Michelle Polan was booked on two counts of felony child abuse.
Police were called to her basement apartment after a tip to the child abuse hotline. Officers found two nine-month-old twins left alone, in soiled diapers and a messy playpen.
Police Chief Bob Lausten told Channel Six News that the infants had been left alone for at least hour. Polan also had a three-year-old who was upstairs watching cartoons with an adult relative. Police say that relative didn't know the mother wasn't in the apartment below.
All three children have been removed by authorities and placed with a relative.
Reports show the mother tested .148 BAC after an alcohol breath test.
