The Republican governor told reporters Thursday that he will not call a special session, despite an op-ed piece by Malcolm Sen. Ken Haar that was recently published. Haar, a Democrat, argues that the state should enact legislation to protect Nebraska's Sand Hills and Ogallala Aquifer from a potential environmental threat.

Heineman says proposals introduced by pipeline critics during this year's session lacked support. Lawmakers did pass one bill during the session, related to land reclamation costs, but critics say it doesn't address their main concerns.

Heineman says pipeline critics should lobby federal regulators.
