Heineman is set to become the group's new chairman on Sunday. Past chairmen include former Arkansas governors Mike Huckabee and Bill Clinton and former Minnesota Gov. Tim Pawlenty.
The group's annual meeting opened Friday with a session about the role universities play in innovation and economic growth. Heineman, who currently serves as the group's vice chair, said governors must be clear about what states need from colleges and universities. He said governors must hold them accountable for their progress in meeting those needs.
