Heineman said the current version of LB-397 -- a bill to change the Commission of Industrial Relations -- still does not go far enough to help cities and school districts contain personnel costs.

He said an amendment proposed by business groups would bring more consistency to the way public employee union disputes are handled. The governor said the amendment would also increase transparency with labor union contracts.

In the past, Heineman has rarely said whether he will sign or veto legislation, given possible changes that can take place before bills reach his desk.

The debate in the Nebraska Legislature is just one of many taking place at all levels of government nationwide as politicians, taxpayers, businesses, and unions assess the level of pay and benefits public workers enjoy as compared to workers in the private sector.
