But the official, state Disciplinary Administrator Stanton Hazlett said Wednesday the allegation is not true.

Kline told the Topeka newspaper that the May 2008 report shows the ethics complaint against him should never have been pursued.

The report reviewed some of the same allegations appearing in Hazlett's complaint. It was prepared by investigators for Hazlett's office and concluded there was no probable cause to believe Kline violated ethics rules.

But Hazlett told The Associated Press that the ethics complaint deals with many other allegations not covered by the report.

A state panel is hearing the complaint against Kline.
