Slowly receding waters are putting the Elkhorn River back in business for recreation.
All Papio-Missouri NRD access sites will re-open Friday.
On Thursday night, the Elkhorn was at about five feet at Waterloo. A few weeks ago it was closer to nine feet and moving fast.
The re-opening of the access sites follows a rescue last weekend. Two tubers were pulled from the water.
