An Unlicensed contractor leaves unfinished business and a nightmare at a couples dream home.
Ray Spitzer and Michelle Lynch of Carter Lake ,Iowa paid a contractor $18,000 last fall for a finished basement. But months later the job is far from complete. Michelle said, "Instead of the dream home we wanted we ended up with a nightmare. Its stressful and I don't even want to live here."
A subcontractor filed a lien for not receiving full payment from the general contractor named Bill Ryan. But Ryan couldn't finish the job even if the couple allowed him to come back.
The Carter Lake Building Inspector has red flagged the contractor for not showing proof of insurance and not registering before starting the project. Barry Palmer said, "Its frustrating when a contractor comes in and doesn't follow the rules. That hurts the homeowner."
The contract or Bill Ryan said not registering in Carter Lake was an oversight and he promises to pay the subs in full. He claims to have been losing money on the job despite the down payment of $18,000.
Ray and Michelle disagree and they hired another contractor to finish the job with out any money down. Ray said he learned you should never pay too much upfront.
