"She was a loving, caring person," said Dale Brown. The Council Bluffs man is mourning the loss of his cousin, 39-year -old Tammy Rocha.

Finding out several people allegedly conspired in her murder is unthinkable. "There is no person that deserves that, I'll guarantee you that."

Rocha was found in the street, stabbed and dying, at 5th Avenue and 35th Street in Council Bluffs Friday night. “She had to stagger, I think they said a half a block, before anybody offered to help her. There is no reason for that," said Brown. She was rushed to the hospital but died while being treated.

Council Bluffs Police quickly made two arrests in the murder. 47-year old Clarence Woolsoncroft was arrested and charged with first-degree murder Saturday. 22-year old Lisa Reeves was arrested and charged with first-degree murder and conspiracy on Sunday.

It now appears some forethought led up to Rocha’s murder. According to an arrest affidavit, the circumstances leading up to the murder actually began on Thursday, January 13th. That day, Woolsoncroft and Rocha were at Harrah's Casino where Rocha introduced Woolsoncroft to Lisa Reeves and Bryan Reeves. That night, Woolsoncroft gave the Reeves a ride home. Once there, he told police Rocha and Lisa Reeves started doing meth. Woolsoncroft says at that point he left, but Rocha stayed the night.

The next day, Friday the 14th, Woolsoncroft was again at Harrah's Casino where he bumped into Lisa Reeves. He says Reeves told him Rocha had stolen a cell phone and some jewelry from her. Woolsoncroft says Lisa Reeves asked him to bring Rocha back by her house if Rocha contacted him again and that Reeves would make it "worth it." Woolsoncroft states he believed that meant he would be paid in meth or cash, and that he knew Rocha would be assaulted.

Later on Friday, Rocha did call Woolsoncroft and asked for a ride. Woolsoncroft alerted Lisa Reeves and then picked up Rocha and another man from Horseshoe Casino. Woolsoncroft then drove Rocha to Reeves' house, stating that when he turned onto 5th Avenue, Rocha became scared and tried to push his foot on the accelerator.

At that point, Lisa Reeves, Bryan Reeves and another man were standing outside of the house. Woolsoncroft says Lisa Reeves starting assaulting Rocha. Woolsoncroft states he pulled Rocha out of his truck and onto the ground and then walked away as Lisa continued to assault her.

At some point during the assault, Tammy Rocha was stabbed several times.

Tuesday, a judge set Woolsoncroft's bond at $1 Million. Lisa Reeves' bond is set at $500,000.

Also Tuesday, an arrest warrant was issued for Bryan Reeves for first degree murder. Police are also looking for Eric Long as a "person of interest." Call Council Bluffs Police if you have any information about either man.
