Don't go by the name.Although the term ‘blighted and substandard’ may conjure up a negative connotation, the Plattsmouth City Council was told by City Administrator Erv Portis that the designation is really “one of the strongest economic development marketing tools” the city has in “attracting investment, re-investment and development” to the city.
The city council then passed a resolution that fills in the designation of three corridors as blighted and substandard.
The corridors are on the east side of Highway 75 from north of Jeff Henry Chevrolet south to Osage Ranch, and the business area parts of Chicago Avenue and Washington Avenue. There were some areas within the newly designated area that already were declared blighted and substandard.
A study determined enough criteria were met to make the designation in the three corridors.
Now if the “right project at the right time” comes long in one of those areas, explained Portis, the opportunity to offer tax increment financing to assist with funding would be there.
A city the class of Plattsmouth can only designate up to 35% of its area as blighted and substandard. With the areas just added, the city has less than 20% so designated.
