A compromise plan that would provide state-funded prenatal care to about 1,500 women through the end of the year has been shelved because of Nebraska Gov. Dave Heineman's opposition.

Ditching the plan appears to sharply decrease chances that the pregnant women, more than half of them illegal immigrants, will receive prenatal care this year.

Sen. Kathy Campbell of Lincoln wasn't ready to give up hope, but added that there weren't any legislative deals in the works to attract votes.

Instead, lawmakers were expected on Wednesday to debate the same plan she took off the table early in the week after a poll she did of fellow lawmakers showed it lacked the needed votes.

It would establish a permanent program to provide state and federal-funded prenatal coverage to women who don't qualify for Medicaid.
