State Shop Upsets Neighbor

Jeff Salberg has enjoyed the space of his 10 acre acreage for 15 years.
Jeff said, “It’s our dream home.”

But a new neighbor has built next door that Salberg is concerned will be loud and dirty.
It’s a state department of roads maintenance shop and equipment yard.
Salberg said, “It’s going to blow particles of asphalt and dust right over into our land.”

The Roads Department built on land owned by the state near a rest area. That saved taxpayers from spending a million dollars to buy land. The new shop is needed close to the interstate.

District Maintenance Manager Dale Butler said, “It’s a benefit for everybody but somebody is always next to it.”

Salberg argues the state should have held a public hearing so he and about a half dozen neighbors could offer opinions before the maintenance facility was built.

Department of Roads officials’ claim they tried to contact neighbors individually and left a card on Salberg’s door. But Jeff said that’s not enough.
“We like to be informed. Whether or not we’re going to have any say in what the state does it’s still our money.”
Salberg said he’s concerned about drainage and noise. During a snow storm plows will be coming in and out of the yard at all hours.
Salberg said. “Dump trucks and they’re going to be using bulldozers to scoop it in. It’s going to make noise at night.”

Butler said Roads Department employees have been told to keep noise to a minimum. Butler said, “We will be a good neighbor. Neighbors can call me directly if they have any trouble.”

The Sarpy county planning director tells Six On Your Side the state trumps the county so a zoning hearing and permits don’t apply to a state building. The county has offered to send out inspectors as a courtesy. Butler said the project is four months behind due to contractor issues but state inspectors will provide inspections before workers move in.

That move in could completed be in the next couple of weeks.
