Four arrests have been made in connection with Saturday night's shooting of an unmarked police car. The officers inside, part of the Gang Unit, were not hurt.

The patrol vehicle was hit twice by bullets near 22nd and Pinkney around 8:45 p.m.

More officers arrived on the scene to assist and during the investigation a gun was found and a search warrant was served at 3511 North 22nd Street. Police found two more guns and some stolen property in the house.

Police arrested one juvenile male, who said he fired at the unmarked car believing it belonged to a rival gang member. He was booked for two counts of attempted felony assault and destruction of property.

Officers also arrested 20-year-old Devan Scott and 20-year-old T.L. Wright for theft by receiving, and 20-year-old Keith Huggins for two counts of felon in possession of a firearm.

Dave- You are not being lied to by the police. 911 operators dispatch the calls based on the information they get from the callers. However they dispatch the calls does not change what report is taken when officers arrive at the scene. A shooting as YOU term it is vague and not specific to the calls. The categories of calls that command track and meet about on a weekly basis in relation to "shootings" are shots fired radio calls and felony assaults. I don't have the statistics here in front of me as I sit here at home on my own time (just in case my bosses are reading) to be able to say what is up and what is down. A person has to be hit by gunfire or be the specific target for it to be a felony assault. If a car gets shot up or a house gets shot up and nobody is hit, it is not a felony assault. That is the way the law is, NOT the police manipulting statistics. So Dave "shootings" as you generally term them are reported as assaults if someone is hit, or DOP if they are not.

Shay, your brother lied to you about his involvement with the gangs. I realize you love your brother, but he's going to have to make his own way in the world. Bosses don't give employees street signs. Stop defending him. He's a grown man and he has to take his lumps one way or the other. He runs with the wrong crowd. If you and your sister loved him so much, you would have gotten him out of there years ago and you know it. If you see danger, you don't hang around for it to get even more dangerous! You pack up your stuff and get out of there double time!

The underlinging problem here is that when the police show that statistics show that the number of shooting have been decreased from last year so they are doing their jobs to reduce violent crime, is that on Saturday night there was only one shooting not two. If the 911 operators can down grade a shooting to a property damage report it would help show better statistics. How many more shootings have happened but are not on the police reports as such. We are being lied to by the police.

Jay, when the 911 operator said they were transfering me to file a report, i didn't know that it would be a voice mail. I thought I was being put thru to someone to take a report. When I went over to a cop on Emmett and 22nd and he told me that there was something big going on and I then saw more cars on Pinkney my first thought then was the police were looking for someone shooting at cars. This was befor the repot on the site here. That is why I called agin because I thought I could provide information as to where a suspect may be. As it was the 911 operator should have realized that I reported shots fired at a certain location. I didn't know if they were still there or they moved on to shoot at other citizens. The police were looking for shooters at Pinkney but the shooter at 16th was still at large to shoot the net car that came by and perhaps the next person would not be as lucky as I had been. Just was trying to look out for my fellow neighbors.

John, so you were put through to the automated system was that because they didn't give you a choice or did you say that is was not a critical matter / not a life threatening emergency. As far as you calling 911 more then once that is a waste of 911 operators resources, you had already called and you had a chance to file an automated report. OPD officers already had a direction and location for the suspects so you should have been patient and allowed them to call you back once the shooters were apprehended. People need to understand that short of your physically being held captive, shot, injured or something else serious the automated system is there for a reason. For example when my car was broken into, I filed the automated report and then went down to the police station to the finger prints lifted that were left behind. This give the few investigative (Crime Scene) Officers that are on during a shift a chance to handle things on their turf if possible so they can multi-task.

Maybe I didn't explain myself. There shouldn't be anything wrong with people driving down the street slowly looking for someone's house, but in certain neighborhoods you just can't do that. This is todays reality. Remember when we use to walk to the corner store or send your kids to the store at the age of 7 or 8...you can't do that now. Society is not as it used to be. So, DUH you must not live in this area or know someone who live in the area or the area of 39th & Sprague. This is not how it should be but this is how it is regardless.

5. To Gang Members—I understand that you have to “get it” and competition is around every corner, but the beef shouldn’t be that serious. I understand a lot of you love to hustle because you’re getting money for you and don’t have to answer to no one. But here’s an idea, open your own business. You don’t have to have a degree to do that, but it would be nice to see you in school learning the “right” way to run it. You guys are so smart, but you’re so smart you’re stupid. You should want to make money so that your kids and their kids can live an established life and not have to put their lives at risk like you guys do on a daily basis. Forget those new Jordans! Ask some of your friends’ moms how they felt when their son died. There’s no joy in losing a child. NONE! GOD gave us the power to make choices. There may seem like there aren’t many opportunities out there, but you can always create them and chose. Make the best out of them. Not just for you, but for your future and families.

4. Like the OC, I hope, not all cops are bad. But then you have those who are. Like I said, we are all human. Some cops think that they are above the law, when they are supposed to protect, serve, and uphold it. Those are the ones with a Napoleon Complex. The ones who give the cops a bad rep especially in neighborhoods down north. But a lot of you wouldn’t know about that if you don’t stay north. I’m from Louisiana and I think some of these cops are worse than those in New Orleans. That’s bad business!!! BAD COPS GANGS= A LOT OF PROBLEMS.

1. How was John supposed to know that his issue wasn’t a top priority until these messages were posted? If it were you being shot at in your vehicle, you’d hope at least one cruiser would come as soon as possible. You’re not omnipresent, so how would you know the cops had a “more important” issue going on? YOU WOULDN’T—so people give him a break. 2. Thanks Original Cop for taking responsibility and saying that you guys didn’t know how severe the situation was. You are all human and mistakes will be made. It could have been a deadly one due to miscommunication, but John is still here. It’s not your fault.

If I am understanding this correctly the young man that shot at the officers was found hiding inside of Devan Scott's home. I am also understanding that the police seized several guns from Devan's home. In fact I think everybody that got arrested was hanging out in Devan's home. Doesn't really sound like he is so innocent. I also remember hearing something about a search warrant when police went into the house. It doesn't sound like the police went in there with out a judge's permission. I am sure Devan and TL will get out of the charges but not because the police didn't do their job. Jerome you need to grow up. There are enough criminals on the streets so the police don't need to make up crimes or plant evidence to stay busy. If the cops are so corrupt then why don't we every hear any stories about police corruption. I just hear about criminals complaining because they got caught.

Thank you Norht O Mom for the heads up on proper driving behavior when visiting the hood. I would have never guessed that these officers "asked for it". Life is tough all over, get used to it. Instead of accepting things the way they are, get mad, represent, do something to change it. But if you're going to sound like a quitter, that makes you part of the problem too! Ya feel me? Hey North Omaha mom- so what your saying is I better not drive slowly trying to find my buddies house in North Omaha because some thug might think I'm about the shoot them so they will shoot me? You can't claim you are defending yourself when you shoot first. This same thing happened a few days ago near 39th and Sprague. An innocent person driving down the street not sure where they were going happend to drive by a yard full of thugs and they shoot at the car for no reason. "These kids want to go to school.....it's harder when you are a young black male" WHAT? I didn't realize OPS was monitoring the fron door to make sure the young black males are not allowed in. To insinuate that young black males have it harder going to school like all the other kids is ridiculous.

With everything thats going on now with these children shooting each other. YOU CAN NOT DRIVE DOWN THE STREET SLOW, THEN STOP, THEN TURN AROUND AND DRIVE SLOW AGAIN AT NIGHT, with tinted windows and expect these kids not to think its someone out to get them. They live this way everyday. They don't carry guns out of "out to get someone" they carry them out of FEAR! If you have not lived it, if you do not live it, if you have no hand on hand experience with it - DON'T TALK ABOUT IT. These kids want to go to school, play sports, get a job and everything else other kids want to do, but its harder when you live in certain neighborhoods, its harder when you are a young black male. I'm almost 40 and even I know not to drive down the street the way the "unmarked" car was doing. Kevin, TL, and Devan keep your head up.

Is anyone else having a hard time understanding what is being written by the "sisters" of this Devan Scott? I am guessing that we will have an update on the situation today and then we can find out the real facts. I don't think having street signs for you job is legit, unless he works for the city or state. Anyways, why would you keep them in your house? Sounds like the typical "he was turning his life around" and "he was in the wrong place at the wonr time." Kudos to the OPD for taking control of the situation.

You sure can tell who finished high school by reading these comments. I have no idea what baby d wrote, it' not English. It's good that shays brother is going to school, that way he can type and talk like his sister. What innocent gang member was shot by the police? I don't recall any unjustified shootings by OPD. Does anyone have a police scanner? Listen to it for one night, and listen to how many 911 calls are being held waiting for officers to become available to answer them. When you read about OPD having 800 officers, it is misleading. Not even half of those work the streets.

So John, if you are saying the problem was within the 911 system, they are not police, why did you put the police down in your original cop saying they just don't care? It's not a huge crime but none the less it is still a crime. Have you ever heard of guilty by association? If you love your brother and you truly think he is trying to better himself then maybe you should talk to him about not hanging around cop killers. Maybe you can convince him to move to MD. with you where he may stand a chance of survival and at the same time remove one more gang banger off our streets.

The community of north Omaha disgusts me in general. If they put half the effort they put into bringing OPD to "justice" when they kill one of their thugs, into actually assisting OPD with info to catch criminals and cleaning up their own community... then we'd have little violence and crime in that part of town. But they don't and probably never will. Help out the cops, folks! It's your neighborhood and your community that is going down the drain. Which eventually will consume the entire city. I'm not a racist by any means. I'm just blunt.

All three of these suspects will be out and free within a year or less because half or all the charges will be dropped for some unknown reason and we will see them on the news either dead or shooting at someone else.

You are upset that people are siding with the OPD over your friends that shoot up neighborhoods, innocent bystanders, and eachother? Crime in Omaha has escaladed the past few years and there isn't a day when there isn't a shooting. We have lost our city to gangs and violence and I hope the OPD doesn't rest until it's under control. If some "gang bangers" get shot on the way, I won't lose any sleep over it.

How can a Felon be 20 years old? If that piece of trash committed a felony should he not be in jail now? The whole problem is lack of sentencing of these scumbags to long prion terms. The justice system is broke and until it is fixed our society pays the price.

The illiteracy you show with your writing exposes the fact that many 'cool fools' are determined not to learn in school, therefore exposing themselves to a diminished quality of life by being refused gain-full employment and resorting to the 'gang bang' lifestyle. I think we should require these kids in school to achieve a certain level of knowledge or send them straight to the chain gang to begin their 'to cool for school' lives! Make grades mandatory to begin life as an adult.

Even the people in north Omaha are starting to get tired of the violence, but they are all talk and no action. There have been more young black men killed by other young black men and nobody in north Omaha says a thing. When an officer kills a young black man in the line of duty, the north Omaha community wants to make it a racial issue. Grow up Young black man and take care of your community and stop whining.

Your comment floors me. I am sure that there are some people that feel for those that have been shot by OPD. I am also sure that those that were shot were shot for a reason. Gang Members are worthless and they are scum. Should you chose to be a gang banger then you take the risk of one day being shot either by a rival member or by OPD. Why on earth would anyone side with a gang banger? Gang bangers are not out on the street doing anything but bringing kaos to their people and neighbors. These criminals are losers and are very dumb. The problem I have is with the leadership of the Omaha police. These criminals had stolen items when arrested. The Omaha police does not pursue car burglaries, house burglaries and other thefts unless if falls easily into their lap. Maybe they could get these gang members by working some of the smaller type crimes. My daughter had a car burglary and the gang member bragged to several people about the theft and told the daughter that she better not contact the police and there was nothing she could do about it. I went down to the police station and filed a report. They don't have the resources to work these type cases and they are low priority. Why wait till a gang member commits a higher priority crime. Start his rap sheet any way you can. As the rap sheets get bigger the longer they are off the street.

My biggest complaint is that the 911 operator may have assigned a low priority to the call thinking it was a property dammage incident. I was in the vehicle at the time and made it clear to the operator. Yes it is a seperate incident but it may be related to the officer's shooting. The location of my incident was about 8 blocks from the officers location. Any investigation that does not include the possibility of a related incident may be flawed. I have enjoyed your comments on the forum and do have respect of police officers. Just frustrated that my information that may have been able to assist the officers in locating suspects was ignored.

Update on my experence. I was in the vehicle when the window was blown out. I told the operator at 911 that I pulled over just about 2 blocks from where it happened. I also went over to one of the officers covering a perimerer about my vehicle being shot at while they were busy looking for those shooting at vehicles and the officer had no clue that these two incidents could have been related and may have helped in narrowing their search. As far as what I do thats dangerous, I spent one year in Iraq alrady and will be going back over in January to serve my country. Not everybody can be a police officer. Driving in Iraq may be less dangerous.

Follow the case through the courts, and you will see the lack of prosecution in this county. The juvenile will get a slap on the wrist, and the adults will make plea deals and get nothing. It happens everyday. It wasn't that long ago that the mayor, chief Warren, Marty Conboy and others got together and came up with stonger penalties. Ha what a joke

to John.. were you in your car when windows were shot out? If not, its only destruction of property, if you were in it, then theres more cause for alarm. Just be glad you werent in it....

John, while I am sure your call was important, perhaps OPD had their hands full at that particular time responding to a call of officers shot at, serving a search warrant where those involved were associated or located, seizing illegal guns, recovering stolen property, arresting felons who were in possession of illegal guns, and arresting a juvenile who apparently did the original shooting at the officers.

The juvenile should be charged with attempted murder not assault. He knowingly fired the weapon to kill. He will now get slapped on the wrist because he doesn't have good aim.

Hey John....it's not the officers fault that the Mayor and City Council has let the PD run down this bad. We have great officers in Omaha, just really bad city leadership right now. Cut the officers some slack. Why didn't you complain to WOWT about the poor service you received and made it a news story to shame the city leadership into keeping enough cops on the street to serve the citizens?

Maybe they were too busy looking for the suspect that shot at them and did not have enough time to respond to get your information. Just curious, did you have information on the suspect and would you have given it to officers had they went to your house?

I feel your pain. That is absurd that it took that long. OPD is the biggest joke in the state. They can't control the city and the telephone report unit.....well, its laughable. Sorry, you were treated that way. Maybe one day OPD will be able to get it right.

If the penaltys for gun crimes were much higher, these kinds of crimes would not occur. Criminals feel it is OK to carry and use a gun anywhere they want...

your right John, we should take officers from the scene of a perimeter and have them come do a DOP report for you. Maybe you should have told the dispatcher you knew where a suspect was. Maybe wyou shouldnt be so self centered and ignorant

John the reason they do not get help,is because those people are ignorant plain and simple. And quite frankly if the gang bangers want to kill eachother I say great! Then my tax dollars won't have to raise there 10 kids they father and don't help raise. Oh and by the way,would you care to post your police report number so we can see when and if the call was made to 911 and what tiome the officers were sent,just so we can see if your serious or if your just trying to put down the men who are paid to save lives.

John- Your incident was likely a separate incident than the one we were dealing with. We had pinpointed where our suspects had run and were searching the area. Several people taken in for questioning and at least three guns recovered. Sorry that it took so long for a response to your area, but we were focusing on the active suspects that just shot at cops, so there was nobody immediately available. If you were calling and the suspects were still in the area shooting or you could still see them, then cars would have been broken off to assist you. Your call and report are appreciated and I'm glad to hear you were not hurt. Under any other circumstances, several cars would have responded to the area where you were to try and block in your suspects.

Why do we put are police officers in this kind of danger, or soilders get hazard pay and have a choice to go to war. If our cops dont want to work there then to bad put up a wall and pull the plug. The people down there want to be there so let them figure out how to make it on there own. They would change on there own in about two weeks, once they figured out the police are there to help them.

My vehicle had its window shot out about 5 minutes after this incident while I was driving. I called 911 immediately and was put through to an automated report handling service. It took over an hou for somebody to finally respond to me after I called 911 a second time. I could have been able to pinpoint the location of a suspect if the police responded quicker but an hour latter does no good. Perhaps this is why the police don't get the help they would like from citizens since the response we get shows that they don't care.
