A man cited for animal neglect has received a second ticket for not removing the carcasses of several dead animals from his property.

Authorities paid 50-year-old Blayne Glissman a second visit this week at his property near Highway 77 and Mill Road near Waverly.

Lancaster County authorities said the first trip came about after some wandering goats led them to more than a dozen dead or dying sheep, cattle and goats. Glissman said the animals were diseased and the carcasses were being used as compost.

A veterinarian called to the scene said the animals were not diseased.

Glissman was cited and released for animal neglect. He is scheduled to be in court on October 1st.

maybe these pet owners should be locked up in the same cage or pen for a long time with no food or water and see how it feels

this sickens me!!when are the punishment going to fit the crime in these cases??? we need stiffer penalities...these are living creatures left to starve to death...imagine if that were a human...for me, the penalties should be no less!

You realize that the key word here is neglect! If that man neglected those animals, [& it appears he did] he needs to learn what neglect can lead to. He's an adult man who wasn't born yesterday, or was he? May I suggest that he be put on probation? He should have to go BACK! to school & take some kind of a class on `animal husbandry, No? Somebody should take better care of those animals, [how about him since he owns them?] or get his or her freedom & liberty limited to some kind of probationary class(es) where a teacher will teach the abc's on how to love & care for God's creatures which will love as they are loved. The 21st century `man is suppose to be not just good but better caretakers of animals than what has been borne out in the past. Some animals have gone extinct through no fault of there own. :-(

He should be charged separately for each count of abuse or neglect for the animals in his "care". I'm thinking he should be forgotten while "cared for" in some jail cell somewhere. He might then understand their plight.

I hate this! He is going to get a slap on the wrist and nothing more. He will continue abusing animals as well. We need to have harsher punishments for people who abuse and can't take care of animals. I am so sick of hearing stuff like this! What about the living animals, are they being cared for now, or does he get to keep them?
