Despite objections from Nebraska and Iowa, the Carter Lake City Council voted unanimously Wednesday night to ask for more information on a proposed Indian casino so a final decision will be an informed one.

Nebraska filed a lawsuit to stop it and Iowa is thinking about it.

Against the backdrop of two riverboat casinos in Council Bluffs, the Carter Lake City Council asked Iowa and Pottawattamie County to also get more info on the project before rushing to judgment.

The Ponca Tribe of Nebraska has nearly five acres of land to develop gambling. A health clinic on the site didn't work out. The federal government has given permission to build the casino.

"It's about money, the reason Ponca wants to build it,” said Carter Lake Mayor Russ Kramer. “It's about money the reason I as mayor of the city like it. The economic benefits I can see. It's about money why the folks over there don't like it because they think they stand to lose money."

The Council Bluffs Chamber of Commerce has said a third of its casino business would be lost to the Ponca plan, more than $30 million.

Wendy Wingate of Carter Lake sees the pros and cons. "It helps bring the revenue in for the city of Carter Lake. The con side of it is the lack of manpower for the police department and fire department."

Ponca Chairman Larry Wright tells Channel 6 News the tribe would no doubt help to cover the cost of increasing the Carter Lake Police force and even add a few full-timers to the volunteer fire department. Widening a road out front and building sewers would also be part of the deal.

"They don't need the opportunity to have more addiction," says Candace Gregory of the Open Door Mission who is against the plan. She runs the nearby homeless shelter.

"It's just ironic that this would be two blocks from a large nonprofit campus. It's on the bus line and it's right in the middle of poverty. I think it's a poor location."

The Ponca Tribe says it will show its plans for the land soon. "People have the misconception that Indian casinos is a couple of trailer houses bolted together and they call them a casino,” said Kramer. “He says he knows coming to this area he'll have to build something that's at least comparable to what they have in Council Bluffs if not better, if he's thinking at all at attracting the market share."

In the end what Carter Lake says, what Pottawattamie County says, what Iowa and Nebraska say, may not make much of a difference considering the federal government has already given the go-ahead to put a casino on Native American land.

Wright said he was pleased with the vote. He said the tribe could take the money and run and not share revenues. It's not required to do so like other casinos, but he sees this more as a mutual benefit and wants to have a positive relationship with Carter Lake.

Carol, let me know if I misunderstand your argument. Because my ancestors (who immigrated in the 1910s and later) might have somehow been involved in screwing your grandfathers' people, I and other people who had nothing to do with how your ancestors were treated owe a big debt to you and other people who didn't suffer with your grandfathers. Plus, while complaining about your lot in life, which you admit is better than your grandfathers', you feel no remorse for the lives destroyed through gambling. To avoid being a hypocrite, I think you should feel you own those ruined gamblers something. Is there anything I missed?

I think that the casino is a great idea. The ponca tribe is willing to help pay for more police and staff the volunteer fire department with a couple of full timers. I am tired of Omaha thinking they can decide what goes on here. I also dont agree with the statement that the casino will put a strain on omahas resources (police,fire),they dont think about the strain that the homless shelters put on our police and fire departments when thier residents walk up and down our streets all day long. All I am saying is leave us alone Omaha, Nebraska, gambling with the good life it's none of your business what we do in our city.

Geez, let them build their casino. What is the big issue? Is it because they are Native Americans? Don't see no debate in all the casinos across the river....hmmmmm....sounds a little dicriminating!

Please build the casino to show CB Hypicrits and "goody-goody" Nebraskan's that YOU can decide whats best for YOURSELF! I dont gamble myself, but I hate when "gambling with the good life" and their ilk, try to tell me "whats good for me, and whats not". I can make those choices. Also, guess what, GAMBLING IS ALREADY HERE!!!!!

To the Carter Lake Resident: You could of not said it better, you are so exactly right about the homeless people that walk our streets in Carter Lake...Candice and the State of Ne should look at relocating the shelter as you stated...The casino will bring employment and help the city of Carter Lake...Candice should focus more attention of the down falls of the shelter being right next to Carter Lake....Again, I am a resident, and I think the Casino would be a good idea. The thought of posing on threats to gamblers, all they have to do is drive right over the bridge. Good Luck Ponca Tribe, you have my vote....

I wonder if Candace Gregory from the Open Door Mission knows how much we have to deal with over here. All the drunk homeless people walking or should I say falling up and down Locust at all hours using the street for a bathroom, breaking into our things, shoplifting from our stores. Maybe she should look into relocating the shelter. The casino is the last of my worries. Has the City of Omaha ever dove through the parking lot of a Council Bluffs Casino the majority of the cars have Nebraska plates. Are we complaining about the new ball-field that will cause us major traffic issues.

I have mixed feelings about it. The Ponca Tribe deserves a chance to make some money. They are owed that. It's too bad it wasn't thought of before the other 3 casinos though. More people will go into debt hoping to get rich quick. Crime rate will go up. But the benefit to Carter Lake and the Poncas is equally important. It's too bad they couldn't think of something else like a really nice resort or something other than a casino to make money.

I have been to many Indian casinos and they are beautiful..I don't understand why the city of Omaha thinks they have to stick their noses into something that has nothing to do with Omaha. The Good Life people are a bunch of old prigs that have to stick their noses into everyone's business and they need to butt out too. I am of Indian decent and my grandfathers people got screwed by the government time and time again so not it is time for them to give it back...build the Casino....I will be one of the first ones in the front door..

$30million? Imagine what kind of economic impact building in Omaha would have had... but no, we are too good to gamble. I welcome this casino, and I'm sure the Council Bluff casinos are unhappy. Walk through their parking lots, look at license plates, and realize that the vast majority of their customers come from Omaha.

I am still confused how the Ponca Tribe of Nebraska can build a casino on land in Iowa. I know that Indians have there own government so state lines may not matter, but I would think if you are a South Dakota Tribe you would have to stay in South Dakota. Otherwise, I think the tribes from Arizona could build a casino in Kearney, and I am sure that would go over really well since it was the 3rd district that shot down our chance to have casino in Nebraska anyways. Plus, I have to repeat Dennis' comment, they will not pay taxes on the income, so actually obed it will be an economic boost to neither of Carter Lake nor North Omaha. It will be a bigger drain on a system that is on the edge.

This whole story is summed up in that 2nd to last paragraph. It's Ponca land and the feds already said they can build a casino. So whats the discussion? Plus, how does Omaha/Nebraska think they have a say even if it wasn't Ponca land and it was just Carter Lake? It's IOWA! Either way it's a mute issue. Congrats Ponca/Carter Lake on your new casino!

On the plus side. A casino in carter lake would be an economic boost for carter lake and north omaha.
