About 15 million customers will get a refund of two to six dollars on their October and November bills.
Customers no longer with the carrier will get refund checks.
They were wrongly charged for data sessions they did not initiate, or for web access.
The FCC is investigating the fee, and the amount of time it took Verizon Wireless to correct the problem and reimburse customers.
A Verizon representative says the company fixes errors as quickly as possible.
The refunds total about $50 million dollars.
