The Cassgram reports Chief Deputy Cass County Attorney Colin Palm says Ryan M. Munhall was due for address verification in May of this year. He had last given the sheriff’s office his address in October of 2009 and the law now requires updates every six months.
Palm said Munhall signed for a certified U.S. Mail letter and also received a phone call from the sheriff’s office reminding him of the requirement but did not come into the sheriff’s office in May.
Deputy Public Defender Julie Bear noted the law has changed in that it used be an annual notification of address verification.
Part of the plea agreement is that the state remain silent during the sentencing hearing.
Munhall was convicted of first degree sexual assault in 2002.
